NUC Bans HND-to-BSc Conversion, Top-Up Programmes in Nigerian Universities with Immediate Effect

The National Universities Commission has directed all Nigerian universities to immediately stop admitting students into Higher National Diploma to Bachelor of Science conversion and top-up programmes. The directive, issued in May 2026, aims to enforce regulatory compliance and maintain academic standards.

Kwara State University, Malete, has already announced it will discontinue its Top-Up/HND Conversion programme from the 2025/2026 academic session onward. Other universities, including Al-Hikmah University, Ilorin, have issued similar notices.

New admissions are suspended with immediate effect. Currently enrolled students are expected to complete their programmes without disruption. The NUC is expected to issue further guidelines on their status.

The policy has sparked mixed reactions, with some viewing it as a necessary step to eliminate academic shortcuts, while others worry about limited progression options for HND holders. The government is shifting focus toward strengthening polytechnic education, with plans for polytechnics to award Bachelor of Technology degrees directly.
