A ₦24.4 million solar streetlights project allocated to Eti-Osa Federal Constituency in Lagos State has reportedly been taken to Ebonyi State by the lawmaker who facilitated the project, Hon. Atta Thadeus Achief, with the installation now located at the Federal College of Agriculture, Ishiagu.
The project, titled “Provision and Installation of Solar Streetlights Across Eti-Osa Fed Constituency,” identifies Hon. Atta Thadeus Achief as the facilitator and Okeatu Global Ltd. as the contractor.
The project was meant to provide solar streetlights across Eti-Osa Federal Constituency, where Achief represents the people in the House of Representatives. However, rather than being implemented within the Lagos constituency, the project has been installed at the Federal College of Agriculture, Ishiagu, Ebonyi State.
A project signboard at the Ebonyi institution clearly bears the name of Eti-Osa Federal Constituency and lists Achief as the facilitator.
The development has raised serious concerns over the handling of constituency projects, particularly the relocation of a project allocated to a Lagos constituency to an institution in another state.
The ₦24.4 million project was facilitated by Achief, who engaged Okeatu Global Ltd. as the contractor for the solar installations. The project’s presence at the Federal College of Agriculture, Ishiagu, therefore represents a significant departure from the constituency for which the intervention was originally designated.
For residents of Eti-Osa, the situation means that a project secured in the name of their constituency is physically located hundreds of kilometres away from the communities it was intended to benefit.
The Federal College of Agriculture, Ishiagu, is an agricultural institution in Ebonyi State and is not located within Eti-Osa Federal Constituency.
The development also highlights concerns surrounding the implementation of National Assembly constituency projects, where interventions are sometimes executed through federal institutions outside the constituencies represented by lawmakers.
In this case, however, the project documentation specifically identifies Eti-Osa Federal Constituency as the beneficiary, while the physical installation is at Ishiagu in Ebonyi State.
Hon. Atta Thadeus has yet to publicly explain why the solar streetlights project allocated to his Lagos constituency was implemented in Ebonyi State or the circumstances surrounding the change in location.
The contractor, Okeatu Global Ltd., is also yet to publicly clarify the instruction under which the project was executed at the Federal College of Agriculture, Ishiagu.
