NERC Transfers Regulation of Electricity Market to Bayelsa State

The Nigerian Electricity Regulatory Commission (NERC) has officially transferred the regulatory oversight of the electricity market in Bayelsa State to the state government.

This landmark decision follows the provisions of the Constitution (as amended), which empowers states to take charge of electricity generation, transmission, and distribution within their territories. With this transfer, Bayelsa joins the growing list of Nigerian states assuming greater control over their electricity markets in a bid to improve efficiency and expand access to power.

Under the new arrangement, the Bayelsa State Electricity Regulatory Commission (BSERC) will be responsible for licensing, tariff setting, monitoring operators, and ensuring compliance with market rules within the state.

Energy experts say the move is expected to enhance investments in the state’s power sector, create opportunities for independent power projects, and accelerate rural electrification. However, challenges such as infrastructure gaps, technical capacity, and funding remain critical hurdles that the state must overcome.

NERC has assured of its support in the transitional phase to ensure Bayelsa builds a strong regulatory framework capable of delivering reliable electricity to its residents.
