Telegram has announced a landmark partnership with the Internet Watch Foundation that will help stamp out the spread of child sexual abuse material across its platform.

Implementation: Telegram will apply the industry-leading tools of IWF under this new agreement to identify and remove CSAM from the public parts of the platform. The IWF is a leading specialist in finding and removing child sexual abuse imagery online, and it now applies its unique digital fingerprints, so-called IWF hashes, to detect known abusive images at incredible speed.

Pushback on Past Criticism: Telegram has repeatedly been described as a “lawless” platform because of the encryption that allows private conversations to take place without scrutiny from outside forces. The IWF had reported thousands of instances of CSAM on Telegram since 2022, including some classed as category A material-the most severe forms of abuse. This deal is arguably in response to those criticisms to better its reputation concerning user safety.
Proactive Measures Against AI-Generated Abuse Content: Besides blocking the known images, Telegram will introduce tools aimed at preventing users from sharing abusive AI-generated content and links to websites hosting such material. This proactive approach is necessary in a time when technology is increasingly used for nefarious purposes.

Derek Ray-Hill, interim chief executive of the IWF, emphasized the importance of this collaboration, stating, “This is a transformational first step on a much longer journey.” He expressed hope that together with Telegram, they could create an environment where online sexual abuse material is virtually impossible to share.
Remi Vaughan, director of press and media relations at Telegram, said that it was already taking down hundreds of thousands of pieces of child abuse material each month because of reports and proactive moderation strategies including AI and machine learning. He added that including the datasets from the IWF would further fortify those existing measures.
Child Safety Advocates React
This deal has been welcomed by child safety campaigners, who also sounded a note of caution. Richard Collard, of the NSPCC, said it was good to see Telegram taking steps to tackle CSAM on public platforms, but added there should be no part of their service where offenders can act without being detected. He emphasized that Telegram should extend its efforts beyond public channels into encrypted spaces where harmful activities may still be taking place.

The collaboration between Telegram and the Internet Watch Foundation is a significant commitment to tackling child sexual abuse material on one of the most popular messaging platforms in the world. With more advanced detection tools and an improved moderation capability, Telegram is getting closer to making life safer for its users. Yet, continuous scrutiny and pressure through child safety advocates are always required to ensure such rhetoric indeed sets off into practical application on every form of exploitation that uses the internet. Both partners will have to continuously and transparently pursue CSAM takedown efforts throughout the execution of this partnership.
