In its efforts to achieve result-based budgeting processes and procedures, Ogun State Ministry of Budget and Planning has introduced its budget officers to the techniques of Medium-Term Expenditure Framework (MTEF) for effective implementation of its yearly budget.
Speaking at a week-long training for the officers at the ministry’s Conference Room, Oke-Mosan, Abeokuta, the Special Adviser on Budget and Planning, Mr. Olaolu Olabimtan said it was imperative to have a budget working process that would allow for transparency and planning.
He assured that this would enhance efficient resource allocation, with a view to setting fiscal targets on strategic priorities.
Mr. Olabimtan, who emphasised the need to enhance the capacity of its personnel for quality service delivery, noted that budget officers in the ministry were supposed to have a clear understanding of the workings and expected gains of the MTEF, and its allied components.
He added that the step was a way of cross-fertilising ideas among budget officers for knowledge sharing, saying it would go a long way in assisting government in planning towards execution of its proposed action plans, programmes and activities for the people of the State.
“As Budget Officers involved in the preparation of government budget estimates, they are expected to have a clear understanding of what the Ministry as a whole stands for, the workings of MTEF, and its allied components of Medium-Term Fiscal Framework, (MTFF), Medium-Term Budgetary Framework, (MTBF), Medium-Term Sectoral Strategy (MTSS) as well as the Medium-Term Revenue Strategy (MTRS)”.
Contributing, Permanent Secretary in the Ministry, Mrs. Olufunmilayo Dada stated that the training exercise was part of the Prince Dapo Abiodun-led administration’s commitment to training and retraining of employees for quality service delivery, assuring that the training would have a positive impact on the operations of the Ministry as a whole.
In their responses, two of the participants, Mr. Segun Akande and Mrs. Funmilola Oyebode, said the training has provided them an insight into what the other departments in the Ministry are all about, as well as exposing them to the techniques involved in the use of MTEF.
